the dynamic wallpaper does not work on my Mac (running macOS Monterey)… official Apple dynamic wallpapers work so there might be something with the HEIC file provided in website?

I see it show in the Dynamic section but I do not see the toggle to set as dynamic unlike my other dynamic wallpapers. 
Hm I just tested it redownloading from his site here: Clear Wallpaper Collection — Basic Apple Guy
Settings app let me select dynamic mode for it on Sonoma. Maybe worth trying a quick redownload in case he fixed it later on?
Will also note he released the rainbow variant today as a final drop!
